PURA, ZPRA boast three years of cooperation


The Petroleum Upstream Regulatory Authority (PURA) of Mainland Tanzania and the Zanzibar Petroleum Regulatory Authority (ZPRA) of Zanzibar have expressed great pride in the achievements made since the two institutions signed a Memorandum of Understanding (MoU) in 2022.

This was revealed on July 1, 2025, in Dar es Salaam during a meeting involving the management teams of PURA and ZPRA, aimed at discussing the implementation report of the MoU for the 2024/25 financial year.

Speaking at the meeting, PURA’s Director General, Eng. Charles Sangweni, said that since the implementation of the MoU began, PURA and ZPRA have accomplished various milestones, including building their capacity in the area of regulation of oil and natural gas exploration, development, and production activities.

“It is such a pride to see the implementation of the MoU between us strengthening year after year, as we have managed to achieve various things through this MoU,” added Sangweni.

On his part, ZPRA’s Managing Director, Eng. Mohammed Said, stated that the three years of the MoU has brought significant benefits to both institutions, particularly in capacity building.

Since the signing of the MoU, PURA and ZPRA have been able to exchange experiences and build capacity in various areas including petroleum data management, auditing of production sharing agreements, and the preparation of relevant legal and regulatory frameworks.

Other areas include the regulation and monitoring of upstream petroleum operations and local content enhancement in such activities.
