PURA, PAU, ZPRA sign cooperation pact


The Petroleum Upstream Regulatory Authority (PURA), the Petroleum Authority of Uganda (PAU), and the Zanzibar Petroleum Regulatory Authority (ZPRA) have entered into a Memorandum of Understanding (MoU) to foster collaboration through the exchange of knowledge, experience, and expertise in petroleum operations.

The tripartite MoU was signed on June 17, 2025, in Entebbe, Uganda, during a formal ceremony attended by top leaders from all three parties, including the Chairpersons of the Boards of Directors for PURA and PAU.

Others in attendance included the Director General of PURA, the Executive Director of PAU, and the Managing Director of ZPRA..

Under the terms of the MoU, the parties committed to collaborating on key areas including petroleum resource management, petroleum data management, and cost auditing.

Other areas of cooperation include the participation of local nationals in petroleum upstream projects, the development of legal frameworks governing petroleum operations, and the promotion of health, safety, security, and environmental standards in petroleum operations.

Speaking at the signing ceremony, Mr. Halfani Halfani, Chairperson of PURA’s Board of Directors, emphasized that experience sharing and capacity building among the parties are vital for the growth and development of the oil and gas industry in both Tanzania and Uganda.

“Through this MoU, it is clear that petroleum exploration, development, and production activities in our countries are set to thrive,” added Halfani.

On her part, Ms. Lynda Biribonwa, Chairperson of PAU’s Board of Directors, highlighted the significance of collaboration among regulators to ensure the sustainable development of oil and gas resources in the East African region.
